About this TV Licence Course

Looking to get your non-slewing telehandler ticket? You’re in the right place.

This course provides all the training and assessment required to obtain a national High Risk Work Licence (TV Licence) to operate a non-slewing telehandler with a rated capacity over 3 tonnes—aligned with WorkSafe Victoria requirements.

Successfully completing this course will give you the skills and knowledge to safely and effectively operate a non-slewing telehandler in line with national safety standards. This includes load handling, pre-start checks, manoeuvring, and shutdown procedures.

All course participants must be:

  • 18 years or older
  • Able to read, understand, and write English
  • Able to produce and meet the evidence of identity criteria as per SafeWork / Worksafe identification requirements

Protective Personal Equipment – safety boots, high-visibility vests, and hard hats– is mandatory.

If a participant requires a reassessment for a High-Risk Work Licence an additional $250.00 + GST reassessment fee will apply.

Private training can be organised and conducted onsite if the following training and assessment requirements are met:

  • A room with access to power, a blank wall for presentation, a projector screen or a large TV, table/s and chairs.
  • Slewing Mobile Crane, with a telescopic boom and a winch with a minimum lifting capacity of 2t or more (with current service history, free from faults and operator manual present)
  • Licenced crane operator (must hold HRW C2 licence or higher)
  • Lifting equipment: Slings, tagline rope, fibre rope (minimum 10mm)

Required loads:

  1. Loose pipes in stillage (Minimum 2000kg)
  2. Steel plate (approx. 25mm, 1.5 x 0m)
  3. Square Load with defined lifting points such as a bin (minimum 2 tonne)
  4. Round load, such as a telegraph pole/log (minimum of 5m long)
  5. Uneven weighted load such as bin with material inside (minimum 2 tonne)

Learning Outcome

On completion of the course, participants will have gained the following skills and knowledge to:

  • Plan and prepare for telehandler operations
  • Conduct pre-start checks and inspections
  • Safely operate and manoeuvre the machine
  • Handle loads in various site conditions
  • Shut down and secure the telehandler

Assessment includes a written knowledge test and a practical demonstration of skills using a non-slewing telehandler with a rated capacity over 3 tonnes. Participants must demonstrate safe and competent operation in accordance with licensing standards.

Course Outcome
Participants who successfully complete this course will receive a Statement of Attainment for NAT11249001, which is a requirement to apply for the Victorian High Risk Work Licence (TV Licence).

What is a non-slewing telehandler?

A non-slewing telehandler is a telehandler with a fixed cab and telescopic boom that does not rotate. It’s designed for lifting, shifting, and placing loads in various industries including construction, agriculture, and warehousing.

Do I need a licence to operate this type of telehandler in Victoria?

Yes. If the telehandler has a rated capacity greater than 3 tonnes, a Victorian High Risk Work Licence (VHRWL) with telehandler endorsement is required. This course provides the training necessary to apply for that licence.

Is this course nationally accredited?

Yes. NAT11249001 is a nationally recognised unit of competency.

Can I operate a telehandler with a forklift licence?

No. A forklift licence does not cover the operation of telehandlers with a rated capacity over 3 tonnes. This course is required to meet legal and competency requirements.

If a participant withdraws from a qualification/unit, with less than seven (7) business days notice prior to commencement, Kallibr Training reserves the right to retain the 30% administration booking fee.

No refund will be provided within two (2) business days prior to commencement. No refund will be permitted after course commencement or if a participant fails to attend on the scheduled commencement date.
